Clinton warns against "new colonialism" in Africa
http://uk.reuters.com/article/2011/06/11/us-clinton-africa-idUKTRE75A0RI20110611

(Reuters) - Africa must beware of "new colonialism" as China expands ties there and focus instead on partners able to help build productive capacity on the continent, U.S. Secretary of State Hillary Clinton said.

Clinton, asked in a television interview in Zambia on Saturday about China's rising influence on the continent, said Africans should be wary of friends who only deal with elites.

"We don't want to see a new colonialism in Africa," Clinton said in a television interview in Lusaka, the first stop on a five-day Africa tour.

"When people come to Africa to make investments, we want them to do well but also want them to do good," she said. "We don't want them to undermine good governance in Africa."

1. lol
I guessed China just from the headline. Truth be told, China has been very fair to Africa, they pay well for the resources and most importantly they do not try to build military bases, install puppet govt or worse try to occupy us.

5. The bigger picture is the Chinese have billions to invest
and a great need to expand their food production, so they have been buying up land in Africa. Large financial stakes can lead to problems - think of Hawaii, for instance, as an example of how easily things can go wrong in that sort of relation.

China hasn't really shown its hand as far as what kind of partner it would be - hopefully, as HRC says, it considers the well-being of the African states and people as a fundamental part of its investment.

European colonialism in Africa was one of the most despicable periods in human history. King Leopold of Belgium is a stand-out example - http://en.wikipedia.org/wiki/Leopold_II_of_Belgium.

7. The old invaders
are no longer wanted. After years of white oppression the democratically elected black leaders would rather deal with others that respect and deal fairly with them, the white mans adventures in Africa are coming to a close.
