"Mommy, I'm cold...""W.A.T. Index" = "Warm As Toast Index." This is the degree to which you can afford to heat your home.
A "10" means you can afford it so much that you can walk around in nothing but your underpants during a blizzard and think to yourself "MMMMM...am I EVER SO TOASTY." Like the good people who live at 1600 Pennsylvania Avenue, for instance. You can even afford to go out and do your grocery shopping (assuming you can afford them too) and LEAVE THE HEAT ON so that when you come back with bag after bag after bag of yummy food, your house will be warm and waiting for you. That's a TEN, baby, what insiders like to call "I GOT MINE."
A "1" means you are a senior citizen or some other income-challenged individual who depends on a program like LIHEAP to stay alive, and if the program goes away and you live in an area of the country where temperatures dip below zero, you probably will too...in one of those big black Ziploc bags that goes in the back of the meat wagon en route to the morgue.
But to paraphrase the late Fox News anchor and White House Press Secretary Tony Snow, when it comes to the W.A.T. Index, "it's a number."
