Bush's "read my lips" - from a WSJ editorial
The Iraq War is Mr. Bush's version of "read my lips." He has staked his Presidency on its success, and he can't distance himself from it however much some of his political advisers want him to. The only "exit strategy" is to finish the job and win. Put another way, if Mr. Bush fires Mr. Rumsfeld, the voters may well conclude it is time to fire him.

2. Its also consistent with GWB's philosophy

of failing upwards.

No screwup is too big not to avoid responsibility for.
