Support "The Voter Confidence Act, and NOT "The RECORD Act"

....There are numerous bills in the House and Senate to address this, and the best is "The Voter Confidence Act." The bill number in the House of Representatives is HR.2239 and the bill number in the Senate is S.1980.

"The RECORD Act of 2004," would have been good as well, if not for a giant loophole letting states opt-out.

This loophole of The RECORD ACT, S.2313, is found in section 4, part b, subsection d:

`(D) The Commission will certify voting equipment that meets the requirements of section 301. States must use certified voting equipment, or the interim paper ballot system described in subparagraph (C), or apply to the Commission for a waiver which the Commission may grant if the State demonstrates that it is technologically impossible to comply with such requirements. States receiving such a waiver shall submit reports to the Commission demonstrating the steps the State is taking to remedy the technological impossibility.'.
In other words, a state can say it's "impossible" for it to provide paper ballots, and then the rest of the bill won't apply to it.
