Russian oil beats Bush to market

For a decade Washington has been backing the Turkish and Azerbaihan governments to steer the export of Caspian region crude oil away from Russia. Russia's newest riposte has been to ally the Russian and Iranian oil industries, and open up the shortest, cheapest, and most lucrative oil route of all, southwards out of the Caspian to Iran.

The economics of the southward route are the latest blow for the Bush Administration, as it tries to redraw the geography of the Caucasus on an anti-Russian map. But for oil exporters and shippers in the Caspian, President George Bush's jawboning looks to be as futile as King Canute telling the sea to roll backwards.

Early oil from Azerbaijan's newest offshore oilfields has been piped northwestwards through the Russian pipeline system to Novorossiysk port, on the Black Sea, along with crude from the Caspian shoreline of Kazakhstan. But there have been frequent arguments with the Azeris over volumes and transit fees, and these have led to frequent oil stoppages. Dividing up the Caspian Resources: Iran talks with Azerbaijan,Turkmenistan

As you might already know, Iran used to hold about a 50 % share of the Caspian, while the ex-Soviet states (the "stans") held the other half. Now all these players and outsider interests are attempting to redistribute these resources with the newly independent "stan" states (since the breakup of the USSR).


Iran holds Caspian talks with Azerbaijan, Turkmenistan

Almaty. (Interfax) - Iran is holding bilateral talks with Azerbaijan and Turkmenistan on the division of the Caspian Sea, Iranian Ambassador to Kazakhstan Murtazo Saffori said at a press conference in Almaty on Tuesday.

"We are holding talks with our neighbors to reach consensus and mutual understanding as soon as possible, just like Kazakhstan, Russia and Azerbaijan have achieved certain successes," he said.

The ambassador said that a final decision on the legal status of the Caspian Sea may be reached only taking into consideration the opinion of all five Caspian states, and he said that he hopes that talks involving all of the states will have "good results."

Speaking about the Iranian position on the division of the Caspian, Saffori said that "in accordance with existing geographical conditions, Iran is laying claim to about a 20% share of the sea."

The diplomat said that Iran has never insisted on the equal division of the sea between all five states, which would give each state a 20% share.

Regarding the construction of export pipelines from the Caspian region, and particularly the Baku-Tbilisi-Ceyhan pipeline, he said that "the transportation of fuel from one area to another should take the economics into consideration and should not be under the influence of political interests." ....cont'd

Caspian-Pipeline Financing Solidifies U.S. Policy

ISTANBUL, Turkey -- A crucial plank of U.S. policy in the oil-rich Caspian region settles into place today as a wide range of commercial banks and international financial institutions sign up to finance the first major non- Russian oil-export pipeline from an area of the former Soviet Union, Tuesday's Wall Street Journal reported.

After a steady drumbeat of loan approvals valued at $600 million from U.S., European and Japanese multilateral lenders and state export-credit institutions, 15 commercial banks on Friday signed their agreement to raise an additional $1 billion toward the project's $3.6 billion total cost.

The major investors in the pipeline are its 11 owners, led by BP PLC (BP) and Norway's Statoil (STO) and including Unocal Corp. (UCL), ConocoPhillips (COP) and Amerada Hess Corp. (AHC). They financed a start to construction nine months ago, but consortium spokesman Tamam Bayatli said today's autograph session by supporters means all details have been finalized for the long-contested Baku- Tbilisi-Ceyhan pipeline....cont'd

ODESSA-BRODY OIL PIPELINE

Pipeline Moves Further West.

On January 14, the Ukrainian Government approved the agreement with Poland signed in November 2003 on use of the Odessa-Brody oil pipeline and its integration into the Polish oil transportation system. The pipeline will be used for delivery of Caspian and Azerbaijani oil to Europe bypassing Russia. Construction of the 556-kilometer Brody-Plock pipeline with a capacity of 25 million tons will take three years. During this period Ukraine may use the Odessa-Brody in a reverse mode for transportation of Russian oil from Brody to the Southern terminal in the Black Sea. On January 15, Ukrainian Fuel and Energy Minister Sergei Yermilov stated that Ukrainian Government would make the relevant decision on February 1. Feasibility of the pipeline operation in the reverse mode was studied by the American company Energy Solution, which already presented its conclusions to the Ukrainian Government.

Deals Signed for Caspian Sea Oil Pipeline

Government officials Tuesday signed financing agreements for a $3.6 billion pipeline to transport Caspian Sea oil to Western markets. The 1,100-mile pipeline is to extend from Baku, across Georgia and to the Turkish port of Ceyhan, where the oil can be loaded onto tankers for Western markets.

Trilateral gas consortium meeting to be held in February.

A meeting of Russia, Ukraine and Germany on the formation of a gas consortium will be held at the beginning of February, Ukrainian President Leonid Kuchma declared after the talks with Russian President Vladimir Putin. Putin commented that, "Haste is out of place in the consortium's formation. Matters have been settled in a bilateral sense. There are arguments over working matters, but there are no problems in relations between countries as a result. Now we are taking in Western European partners also. On the whole we are satisfied with progress in forming the consortium."

Iraq War Was "About Oil"

Cape Town - Oil was the main reason for military action against Iraq, a leading White House hawk has claimed, confirming the worst fears of those opposed to the US-led war.

The Guardian reports that the US deputy defence secretary, Paul Wolfowitz - who has already undermined Tony Blair's position over weapons of mass destruction (WMD) by describing them as a "bureaucratic" excuse for war - has now gone further by claiming the real motive was that Iraq is "swimming" in oil.

The latest comments were made by Mr Wolfowitz in an address to delegates at an Asian security summit in Singapore at the weekend, and reported on Wednesday by German newspapers Der Tagesspiegel and Die Welt....
