I didn't see this anywhere. I looked. It's probably on the site somewhere, but this is the only place I could find this

I'll post it in the original French with as best a translation as I can make - my French is decent but far from fluent. I can read and write quite well, not all that good at comprehension:

Le bureau du vice-président américain Dick Cheney est à l'origine des directives ayant conduit des militaires américains à torturer des prisonniers en Irak et en Afghanistan, a affirmé, jeudi, un ancien haut responsable du département d'Etat.

The office of the American Vice President Dick Cheney is at the origin of directives authorizing the American military to torture prisoners in Iraq and Afghanistan, affirmed an old official (?) responsible in the State Department.

Le colonel Laurence Wilkerson, qui fut directeur de cabinet de l'ancien secrétaire d'Etat Colin Powell a déclaré, sur les ondes de la radio publique (NPR) qu'il avait trouvé trace d'une série de mémos et de directives autorisant la torture, adressés au département de la défense par les collaborateurs de Dick Cheney. Ces directives contredisaient une autre directive du président George W. Bush, ordonnant à l'armée américaine de respecter la convention de Genève qui interdit de telles pratiques.

Col. Lawrence Wilkerson, who was the cabinet director for the old secretary of State Colin Powell declared, on NPR that he has found/traced a series of memos and directives authorizing torture, addressed to the Department of Defense by the collaborators of Dick Cheney. These directives contradict another directive of the President George W. Bush, prescribing the American army respect the Geneva Convetions which forbid such practices.

Today on "Morning Edition".

I was surprised to discover this was the top story on the online <i>Le Monde</i> a little while ago (I went there to see what reporting they had on the riots around Paris). "Ancien haut responsable" would translate as "former senior official". Otherwise the translation is close enough.
