1. Different perspectives

The democratic school on N.Korea believed that rehabilitation of the north's energy grid would stabilize the area. Economic progress might create the environment of rising expectations that makes political change a natural developement.

The neo-con school is of the opinion that reduction of the north to even deeper levels of grinding poverty will result in the government being overthrown.

This is something that the immediate neighbors don't want (except maybe Japan) because it jeopardizes their interests.

Another neo-con objective is to prevent N.Korea or an eventual unified Korea from exploiting its Uranium assets in the north.

This has nothing to do with WMD. Conventional deterrence prevents N.Korea from doing anything stupid.
