The stated goal of the project was to replace many Democrats in lobbying firms with Republicans. He achieved this goal by coercion, including punishing groups who didn't comply by blocking legislation that would benefit those groups from coming to the floor. His project has been wildly successful.
The second event was the unprecedented mid-decade redistricting of congressional districts in his home state of Texas. The redistricting, engineered by DeLay, created more Republican majority districts while at the same time forcing Democratic voting strength into a smaller number of districts. This ensured that the Republicans would gain seats without much trouble on election day.
Now you may wonder, with the exception of threats to judges, isn't this just a continuation of politics as usual? I must answer, sadly, no.
