life Saturday morning, quickly drawing a response from Rhode Island Gov. Don Carcieri
that the operation was illegal.
By 1:30 p.m., business at the brown roadside trailer was brisk as smokers from around
the area poured in to buy cigarettes by the carton - at prices significantly lower than at
non-tribal stores where tobacco products carry Rhode Island and U.S. taxes. The shop
was set to close at 7 p.m. and reopen today from 10 a.m. to 5 p.m.
After months of political back-and-forth between tribal representatives and state and local
officials, Narragansett leaders finally decided to open the shop.
More than 35 brands of cigarettes were for sale by the carton.
"We tax at our rate," Chief Sachem Matthew Thomas said, standing outside the shop. "We
have our own (tribal economic development commission), and they generated these
prices."
