State won't release bulk of voter funds
Elections chief Shelley's earlier expenditures resulted in audit

Sacramento -- Gov. Arnold Schwarzenegger's finance director on Friday refused most of Secretary of State Kevin Shelley's request for $25.3 million in federal voting act funds, saying that the money is not essential for conducting November's presidential election.

The decision came as the secretary of state released documents showing that earlier spending on voter outreach efforts using federal funds sometimes took a partisan slant.

In August, the Department of Finance held up $34 million of unspent Help America Vote Act funds after lawmakers called for an audit of how Shelley had spent the money. Newspapers had reported that Shelley awarded some of the money to Democratic Party activists and political allies.

The administration later released $15.2 million in grants to counties to train poll workers, make it easier for disabled voters to cast ballots and monitor election results. Shelley sought an additional $25.3 million in voting act funds -- including some outside the $34 million initially withheld by the state -- saying they were critical to the November election.

Not exactly an apolitical person.

Jeb offered her to California and Arnold brought her into CA gov't.

Now she's interfering with elections. Charming.

Sacramento -- Arnold Schwarzenegger announced Thursday that a fiscal adviser to Florida Gov. Jeb Bush would oversee the audit of California's spending that the newly elected governor says is needed before he lays out his plan to fix state finances.

The task will fall to Donna Arduin, who will take temporary leave as Florida's state budget director to conduct the review. Arduin also worked as budget chief in New York under Republican Gov. George Pataki.

But Schwarzenegger's insistence on an "outside" audit is causing many in the Capitol to scratch their heads. California has a highly public budgeting process each year, and the state's spending plan is available to anyone who wants to see it.

The state also has both a state auditor who conducts a review of state spending every year and a nonpartisan analyst who examines the governor's annual budget. Another statewide officer, the state controller, employs 200 auditors who regularly conduct spending inquiries.
