They can easily cmalim victory. Al-Sadr could never give up his weapons and face a bogus murder rap. But now all sides have agreed: no murder rap; US and Mehdi troops out of the city; Al-Sadr is free to travel and participate in the political process. Al-Sadr wins - but only if he puts down his weapons. If I were in his position, I would do it. Its a win-win for him. And he won't get another one.
