They ARE allowed.

I was actually told to take my lighter (i smoke cigars) out of my checked luggage and put it INTO my carry-on. (Laptop case.)

It is against regulations to CHECK a butane containing device, but not to carry it on the plane. Like i said, you HAVE to carry it on!

So, getting a lighter onto the plane is actually within the guidelines, specifically stated.
