Against the backdrop of an al Qaeda threat to kill a kidnapped American in Saudi Arabia, the State Department advised U.S. citizens to defer travel to the world's largest oil exporter and "strongly urged" private citizens to depart.
State Department officials denied this week there is a contradiction between such advice and the Bush administration's vow not to yield any ground in its war on terrorism.
The warning updated an April advisory to include "recent targeted attacks against American citizens, resulting in deaths, injuries and a kidnapping, and to remind American citizens of the continuing serious threat to their safety."
