Iraqi Governing Council Agrees Cabinet with US, UN

BAGHDAD (Reuters) - Iraq's Governing Council, the U.S.-led administration and the United Nations agreed on Saturday on the cabinet that will serve in an Iraqi government due to take power on June 30, a senior Council member said.

Technocrat Thamir Ghadban, who briefly ran Iraq's vital oil industry after the fall of Saddam, had been named oil minister, the Council member said.

Kurdish politician Hoshiyar Zebari, the current foreign minister, would be defense minister while fellow Kurd Barham Salih would take over the Foreign Ministry.

Salih, of the Patriotic Union of Kurdistan, has been prime minister in his native region.

Adel Abdul Mahdi, a Shi'ite, was nominated to be finance minister. Samir Sumaidy, a Sunni, would stay on as interior minister.

Adnan Pachachi, a Sunni Muslim who was foreign minister of Iraq in the 1960s before Saddam came to power, is, as widely expected, the frontrunner for the relatively ceremonial post of president, the Governing Council member said.

BAGHDAD (Reuters) - Iraqi Governing Council member Ahmad Chalabi said the council had agreed with Washington and the United Nations (news - web sites) on Saturday on key posts in a new cabinet, but other top politicians said the names were not final.



"The Governing Council, Bremer and Lakhdar Brahimi agreed on the list," Chalabi told Reuters, referring to U.S. Iraq (news - web sites) administrator Paul Bremer and U.N. envoy Brahimi.


"It is not 100 percent certain that the nominees will accept it but it is pretty sure they will."

But Iraq's current foreign minister, Hoshiyar Zebari, said the list was not final and had yet to be formally agreed.

"The Kurds have been fighting for the presidency so they gave them the key defense and foreign ministry portfolios as a way of compensation," the politician said. "The Americans have wanted Ghadban since the moment Baghdad fell. He has been their choice all along. Now is their chance to put him in."

AGHDAD, Iraq, May 29 — American and United Nations officials and a range of Iraqi leaders all tried on Saturday to complete the formation of the Iraqi government to take over from the Americans on June 30.

Some Iraqi leaders said Lakhdar Brahimi, the United Nations envoy here, had reached agreements on several important cabinet posts, but faced a deadlock over who would be named president. The deadlock pits leaders on the Iraqi Governing Council, who support Sheik Ghazi Ajil al-Yawar, against Mr. Brahimi and the chief American administrator, L. Paul Bremer III, who are supporting former Iraqi foreign minister, Adnan Pachachi. Both are Sunnis.

The activity followed the surprise selection Friday of Dr. Iyad Alawi, an exile closely tied to the Central Intelligence Agency, as the prime minister. Dr. Alawi, a secular Shiite leader, emerged as the top candidate when he gathered the support of some of the country's most powerful political parties.

That selection surprised many Iraqis as well as officials at the United Nations, who found it improbable that Mr. Brahimi would appoint an American-backed Iraqi exile like Dr.Alawi to the lead the country.

Iraqi and American officials, as well those at the United Nations, said Saturday they hoped to complete the selection of the new government's 26 ministers as early as Sunday. In addition to naming the president, Mr. Brahimi is expected to name two vice presidents
