UNITED NATIONS - Four key nations proposed major changes Wednesday to the U.S.-British draft resolution on Iraq (news - web sites), moves that would give the new government control over the Iraqi army and police and require the multinational force to consult on military actions except for self-defense.

A three-page proposal by China — which diplomats said was supported in large part by Russia, France and Germany — would give the interim government that takes over on June 30 the right to decide whether foreign forces remain in the country and limit the multinational mandate to January 2005.

4. The members of the Security Council have given bush and his cabal
the diplomatic equivalent of a FU. They, as do we, know that bush et al NEED that resolution to pass by June 30th because the other resolution that the US put forward, then had to pull, on the extension of immunity against prosecution for war crimes will not pass and, because it won't pass, the US has to have the hand-over authorized by June 3oth otherwise the US will continue to be considered the occupying authority thus will have to fulfill their responsibilities without immunity for failing, as they have up to the present.
