Ellsberg said Bush and Rumsfeld knew Iraq didn't possess weapons of mass destruction -- the administration's long-held justification for war -- and shrewdly played on national grief after Sept. 11 to get support for military action against a country that wasn't linked to the terrorists.

Speaking on the day of the first Abu Ghraib court martial, he said "I predict ... it really went to the top and was a broad policy. In my opinion, the wrong man is on trial."
