US plans to transfer power to the Iraqis by June 30 “are nothing but a ceremony that will not change anything, but will ... install in Baghdad a government that will not have any real power,” Foreign Minister Sergei Lavrov said in an interview published on Tuesday.

On Monday, Lavrov said that “We are convinced of the necessity of changing the approach to the Iraqi (crisis) settlement, so that all political forces in Iraq’s society take part in the setting up of transitional structures.”
Lavrov also repeated Russia’s call for an international conference on Iraq and said Moscow hoped “its advice would be heeded,” following US National Security Adviser Condoleezza Rice’s visit to Moscow on Saturday.
