WASHINGTON (Reuters) - Major powers challenged the United States on Friday to transfer real power to Baghdad at the June 30 handover of sovereignty by giving Iraqis authority to control their security forces and influence U.S. military decisions.

The clash over the June 30 handover threatens to create another showdown at the U.N. Security Council, where the United States hopes to hammer out a resolution putting a stamp of approval on what it says is a transfer of sovereignty.

"If we imagine a unilateral decision by coalition forces after June 30, without listening to the Iraqi people or without giving them the power to say 'no,' there won't be a transfer of power. And, in fact, what we want is that there is such power for the Iraqi people," Frattini said.
