Gov. Mitt Romney's brass slapped an unpaid suspension on a mental health worker who used her state e-mail to criticize a gubernatorial policy - just weeks before Romney's National Guard chief got away with bashing Democrats with his state e-mail.

Worcester-based Department of Mental Health case manager Sheelagh O'Connor was suspended without pay March 25, after forwarding 87 other workers a union e-mail calling Romney's pension plan a ``scheme'' that was ``far worse'' than first reported.

Romney one month later refused to reprimand National Guard General George Keefe, who used his state e-mail during the workday to forward a joke likening Democrats to flag-burners and terrorists.
