Luanda - Angolan President Jose Eduardo dos Santos goes to the White House next week to ask American President George Bush to turn a blind eye to delaying elections in exchange for oil and other promises of reform, analysts say.

Dos Santos, 61, will be making his fourth visit to Washington at a time when the United States is seeking to secure its energy needs, which are still very much tied to the volatile situation in the Middle East and the occupation of Iraq.

The southern African country, which is emerging from a brutal civil war that raged between 1975 and 2002, is now one of the continent's top oil producers and the third largest trading partner of the United States in sub-Saharan Africa, largely because of its petroleum exports.
