Winslow man wants his past overlooked by Guard
WINSLOW -- Steven McCarthy wants to serve his country as a member of the Army National Guard, but his past is getting in the way.

McCarthy, 34, committed two burglaries more than a decade ago, both of which resulted in felony convictions. Around that same time, he also received a conviction for drunken driving.
...
But McCarthy's criminal history clashes with the enlistment standards of the Army National Guard. A person with two or more felony convictions as an adult is considered ineligible unless an exception is made by top National Guard authorities at both the state and national level.

...
According to the enlistment policy manual, those who ask for exceptions "must provide substantial background information and significant accomplishments that would justify the applicant's enlistment into the ARNGUS (Army National Guard of the United States)."

McCarthy, however, has pursued that avenue to no avail, he said. He has become a victim, he said, of his past.
