GUANAJUATO, Mexico — More than a month after the disclosure of cables in which American diplomats questioned progress in Mexico’s drug war, Secretary of State Hillary Rodham Clinton came here on Monday to deliver a message of solidarity with President Felipe Calderón and to rebut public doubts about persistent violence.

After a private meeting with the Mexican foreign secretary, Patricia Espinosa, in this historic, pastel-splashed colonial city, Mrs. Clinton declined during a news conference to directly address the cables, published by several news organization after they were revealed by WikiLeaks.

The cables, written by American diplomats in Mexico, said that the country suffered from squabbling and mistrust among agencies, intelligence missteps, and a less than complete dedication to the rule of law. Among the results, according to the cables, is that criminals are not prosecuted or prosecutions are delayed. In one of the cables, a Mexican government official raised the fear that some territory was falling under the control of organized crime groups.

Mexico tights security ahead of Clinton's visit

About 500 agents of the Mexican Federal Police and Army were deployed in Guanajuato city, where on Monday noon Mexican Foreign Minister Patricia Espinosa and U.S. Secretary of State Hillary Clinton will meet.

According to local media reports, the agents will be in charge of security while the officials hold talks.

On Friday, Clinton announced a visit to Mexico to meet with Espinosa.

According to a statement of the Mexican Foreign Ministry, Clinton and Espinosa will discuss topics of bilateral security as well as the conclusions and commitment of the 16th UN Conference of the Parts on Climate Change hosted in Mexico in December 2010.

U.S. Secretary of State Hillary Clinton visited Mexico Monday and pledged support for President Felipe Calderon's drug war weeks after leaked diplomatic cables revealed U.S. concerns for Mexico's capabilities.

Cables written by American diplomats in Mexico questioned the government's progress in its war against drugs and accused it of intelligence missteps and weak rule of law.

"Calderon's security strategy lacks an effective intelligence apparatus to produce high-quality information and targeted operations," according to American diplomats in a leaked 2009 cable, as reported by Reuters.

Clinton added that the United States acknowledges that its high demand for illegal drugs and sale of weapons helps fuel the violence south of the border. "That is why it is important for us to work closely together to halt the stream of illegal weapons and cash in one direction and drugs going in the other direction," she said, as reported in Reuters.

Reporting from Mexico City — During a one-day trip south of the border, Secretary of State Hillary Rodham Clinton on Monday lauded Mexico for battling drug cartels she once compared to an insurgency.

Clinton said President Felipe Calderon has been "courageous" in shouldering his share of the two nations' battle against cross-border criminal networks.

"This is very hard, and what President Calderon has done is absolutely necessary," Clinton said after meeting with Foreign Minister Patricia Espinosa in Guanajuato, a colonial-era mining city. "There is no alternative."
