2. New school buses will have seat belts
That has to help save lives in these kinds of accidents because when a school bus full of kids is in an accident those kids are thrown around like rag dolls.

From the St Louis Post-Dispatch, the last print newspaper in St Louis:

Climate Express President Tim Laske said a car struck the truck from behind and was then struck by the first school bus, which appears to have ridden atop the car before being struck by the second school bus.

5. Bigger question, how old are the school bus drivers?
At one time North Carolina was hiring high school kids to drive their buses...then wondered why they had so many school bus accidents and it maybe they wouldn't have so many if the hired older drivers but that would mean they'd have to pay more for the wages.

6. The bus drivers should have been trained to follow at a safe distance.
Rear-end collisions are avoidable.
