Caricom summit opens with warning about Haiti

BASSETERRE, St. Kitts - The chairman of the Caribbean Community opened a summit Thursday warning that there cannot be any lasting solution to Haitis political crisis without the involvement of its neighbors.

But what form that involvement will take may not be known until leaders of the 15-member CARICOM conclude two-days of closed-door meetings on Haiti and other matters affecting the Caribbean.

''Nothing can be achieved without our collective support,'' Jamaican Prime Minister and CARICOM Chairman P.J. Patterson said during the opening session. ``That is the background in which we meet here.''..

While the efforts initially had the full backing of Washington, Patterson found himself the focus of U.S. criticism after he and other CARICOM leaders demanded an independent investigation into Aristides Feb. 29 resignation, and he agreed to host Aristide for a visit.
