More than $3 billion in Secret Service retirement benefits could not be adequately accounted for during a recent independent audit of the Homeland Security Department's books, CONGRESSIONAL QUARTERLY reports on Thursday.

The audit also showed the Coast Guard could not account for $497 million in "operating materials and supplies," according to a Feb. 13 memo from DHS Inspector General Clark Kent Ervin to Secretary Tom Ridge.

CQ's Justin Rood: "The memo is a summary of a report prepared by independent auditor KPMG on an audit of the agency's financial operations for the final seven months of fiscal 2003."

The audit "confirms my concerns about weak financial management controls across ," Rep. Martin Olav Sabo, D-Minn., ranking member of the Homeland Security Appropriations Subcommittee, said in an e-mail.

These guys are either 'looting' or grossly incompetent?

I mean one could excuse this if there were lots of 'porkbarrel' and folks were getting do-nothing jobs to tide them over?

Say repairing urban transit systems or highways or building schools

But...no...just billions disappearing down some corporate blackhole...

7. I believe its intentionally
being done to sabotage the government as a whole. Remember that it is the neo-con belief in corporations being unfettered by government law. destroy the governments credibility and show the people a private alternative...

This is the same problem that Clinton ordered fixed - and which was mostly fixed before he left office.

There is no large amount of money missing - or if there is - the loss was not discovered in this audit.

The Gov has been trying to convert/match Treasury's accounting categories with the accounting categories used in the various departments - usually with success.

The Dept of Education 600 B mismatch was resolve during Clinton with a bow tied report 2 years into the Bush years.

The story says "adequately accounted" - not missing -

but Drudge has fun with headline writing!

Inventory is a mess across the gov - here there may well be some theft - we just do not know
