The local historical archive building was open to the public when it toppled in the southern part of the city at about 1400 local time (1300 GMT). Two other neighbouring buildings were partly brought down by the disturbance.
There is a large construction project for an underground railway nearby, but it is not yet clear what caused the buildings to collapse, officials said. More than 200 rescue workers have been sent to the scene.
"It looks like an earthquake," one police officer said. The police are using dogs to search the rubble for those thought to be missing.
