i am of the opinion that on a college level all applications, scholarships should be done on a blind basis. that is no pics, no names, merely use your SS # for identification. It is true that there are scholarships for only minorities and perhaps to be fair there should be one for whites, but the way they are doing this is disgusting. stuff like 'an essay on why you are proud of your white heritige' and a recent photo to confirm your 'whiteness' smacks of the KKK IMO.
