WASHINGTON - The Bush administration is proposing to double spending on sexual abstinence programs that bar any discussion of birth control or condoms to prevent pregnancy or AIDS (news - web sites) despite a lack of evidence that such programs work.

A study by researchers at the federal Centers for Disease Control and Prevention (news - web sites) on declining birth and pregnancy rates among teenagers concludes that prevention programs should emphasize abstinence and contraception.

In Minnesota, a study found that sexual activity doubled among junior high school students taking part in an abstinence-only program. The independent study, commissioned by the state's health department, recommended broadening the program to include more information about contraception.

Bush would spend $270 million on abstinence-only education, compared with $100 million annually when he took office.


The president also would move the programs into the same agency within the Health and Human Services (news - web sites) Department that oversees religious-based programs and the president's proposal to promote marriage.

Those who receive abstinence-only education, but do not practice abstinence, and do not receive education about how to protect themselves sexually, will likely increase the number of teen pregnancy, STD and HIV statistics. :grr:

20. My microcosm
At the very conservative Catholic high school I went to, they taught nothing but abstinence-only and during the two years I was there, two girls were asked to leave because they got pregnant, and I know for a fact at least three girls had one or more abortions.

Sex should not be a forbidden fruit; forbid it and they only want it more.

21. I almost agree, to a point
I was watching Nick tunes with my 5 year olds when a commercial came on and said the time to talk about sex with your kids is sooner than you think.

STD's and pregnancies are on the rise. I saw something on TV the other day about HIV in the black population in the US being near epidemic proportions.

All the information going out about safe sex but no ones teaching about using good judgment. I think their should be more teaching on consequences. Teens feel immortal. That's why MADD puts wrecked cars in their face around prom time to remind them.

And does anyone else get irked at the herpes commercials. "Oh too many pills used to be so inconvenient." And they go skipping along like nothings wrong anymore. And then a quick blurb, "it still may be possible to pass along the infection." Isn't that just a bit too downplayed.

(by the way, I have a 14 yr old and 13 yr old that I am concerned about) But, I like the comedian that said he knew what he was going to say to the little boys coming over to take out his daughter. He'd take him to the side and talk about how his baby girl was his life and if he had any ideas about huggin' and kissin' to just remember..."I have no problem with going back to prison."

george bush as the "moral" leader of the country.....
abstinence is ridiculous and has never ever worked. Please...this is so dumb. I can't imagine telling one of my teen- agers or young adults to abstain carte blanche it's foolish and ridiculous.
