OTTAWA (CP) - Sheila Copps says Prime Minister Paul Martin should have known and acted on an explosive Quebec sponsorship scandal long before it grew into a national disgrace.
Copps, the only Liberal MP to criticize Martin on the issue so far, said he was in a position of oversight during the years that the program to promote federalism in Quebec ran out of control.
"Realistically, Treasury Board would have discussed it, and he was the vice-chair of Treasury Board," she said.
