HARTFORD, Conn. -- One lawmaker said he had hard time maintaining his composure. Another refused to even try, staying away in protest. A mayor said it felt like a wake.
Opening day of the legislature is normally a festive occasion, but embattled Gov. John G. Rowland received a cool reception Wednesday as he delivered his state of the state address to lawmakers.
"In the 14 years up here ... the hardest thing I had to do was to compose myself and stay in that chair," said state Rep. Christopher Caruso. "I had pondered several times getting up and walking out. I think it was a shameless spectacle."
Rowland, facing the possibility of impeachment, entered the House chamber to polite applause from lawmakers and even a few whistles. He presented his $14.2 billion budget plan in a speech that contained no mention of the ethical problems surrounding his administration.
