City inspectors board up raided home for “code violations”

After the police raid this morning at 3240 17th Avenue in South Minneapolis, in which the homeowner Monica Bicking and two other people were arrested for “conspiracy to riot,” city inspectors came in at about 11:30 to board up the two-story home. City officials, including Tom Deegan, manager of the city’s problem properties unit, were on hand along with Casterjon, the private contractor in charge with boarding, to close up the home for what Deegan calls “code violations.”

Bicking’s lawyer, Bruce Nester, asked for more specific reasons for the boarding and attempted to halt the boarding process until he got them, but he was thwarted by officials and police. Deegan says he will release specific reasons for the boarding to the Joint Information Center (a partnership with MPD and SPPD) later today. Alex, who only wants to go by his first name, was at the house during the raid. He moved in to the home, along with Bicking, two weeks ago. He says that along with the other three roommates, they had invited around 30 people to stay at the home during the RNC so that friends from all over could be involved with protests. They had no intent of causing a “riot,” and were part of a peaceful protest mission. Still, Alex says electronic equipment and anything that could be used to make molotov cocktails was confiscated from the home. The police even took cans of paint out of the garage. The Minneapolis police conducted the raid after a warrant was issued by Ramsey County as part of a joint powers agreement in place between the two cities for the RNC.

After the police spent hours loading a truck full of electronic equipment and other property from the home, officials from the city’s problem properties unit showed up to board up the home. Alex says he was told it was because there were too many people sleeping in the attic. “We had a bunch of mattresses on the floor, because we had people staying with us,” he says. “And now they’re saying Monica’s house will be shut down for that. She’s in jail now. She’s not here to defend herself. It doesn’t make sense.” Neighbors were angry that the city was boarding the home, too. One neighbor yelled to police officers, “We have a crack house next door that you do nothing about. But then you’re going to board up the home of these kids! This is pure propaganda and you should be ashamed of yourselves!” Indeed, the home next door did have a number of visible code violations: tall grass and weeds, trash in the yard.

Yet along with being unable to enter her home, Bickling will have another rude awakening when she’s released from jail: The city charges $6,000 to homeowners for boarding up properties. Often these are charges for abandoning properties, a result of the foreclosure crisis. But in Bickling’s case, all that anyone, including the roommates and Bickling’s lawyer, were told before the plywood went up is that the home had “code violations.”

12. Yes, apparently Minneapolis did not read about the $2,000,000 NYC
had to pay. They even had a lawyer present - go for it. Also if they think they are going to stop demonstrations this way they need to think again. Got cars - want to go for a drive in the Twin Cities?

11. This is reminiscent of the Judi Bari bombing, the
Earth First organizer whose VW blew up.

They "found" nails in the back seat thus implicating her in her own bombing.

Funny thing, but that bomb was identical to the type of bomb that those police/FBI agents had been trained to make in a training program just six weeks prior to her bombing.

Those who speak out in a fascist state must be aware that the Powers that Be can hurt you badly.

13. Interesting Use of "Code Violations" to harass private Citizens
This should be an example of how arbitrary enforcement of regulations can affect a targetted persons life.

It is clear that the authorities felt a need to further antagonize the occupants of the dwelling, yet the remarks from the neighbors that claimed to have repeatedly reported a Crack house in the neighborhood were not investigated.

The Police had a warrant, and did the job they were funded to do, but the reality is that there appears to be some sort of secret when it comes to the contents of the Search Warrant.

It is almost as if they are attempting to use the cover of the provisions of the Patriot Act to perform unlawful search and seizure, which would otherwise be prohited by the U.S. Constitution. This is indicated by the statement of the Sherriff's Department that they claim that RWC "IS" an Anarchist Group, without providing any clear examples or evidence.

I guess being pissed off at the mess the Criminally Corrupt Republican Administration is considered Anarchy these days.

More people need to stand up to this onslaught and work to remove the Funds from these political operatives.

Our crushing burden of laws is being used by the Fascists to control us and suppress our Democracy.

ENOUGH!

23. This is a taste of our future, As the government collects more
and more info about us, it will just make it easier and easier to commit actions like these. For anybody who has taken the position that they don't care if the government wiretaps their phones because they don't have anything to hide or they haven't committed any crimes, they can start to see more and more actions like these take place. The patriot act will make it easier for them to find locations of American citizens who protest the government and board their houses up as an example to the rest. "Speak up and this can happen to you! That sure is a nice house you have.... it would be a shame if it were boarded up or something like that." You want to protest what the government is doing? Go right ahead and risk losing your house.

I might be extending a little bit too far here, but if actions like these continue, will we see a day where the government does not even have to tell you the specifics of why they are boarding up your house?

this country has become like so. I wish that I could say that I can't believe this is happening here, but I can't. The Bush administration has demonstrated that these acts come with no consequence. :grr: I truly hope that Obama will win in November. We cannot accept this from our government. 30. It's not okay if Rush LImbaugh doesn't call for riots
over the radio for 3 months before a convention. Nobody bothered to raid his home did they. I think there is some paranoia because of all the carp the Republican wished on us. They were afraid they might get what they wanted for us. There are a lot of mad people out here in the 'homeland'.
