Is this some form of Triangualtion pointed towards the educated fence sitters? Well, it irks the right wingers and that's good. I DO wonder if the extra millions will be used to produce a portrait of Ronald Reagan for every home in America.

4. Let the Republicans in Congress be the bad guys
All Bush is doing with this and the space program is proposing what would seem to be progressive programs fully knowing that the Repubicans in Congress will sh!t on it. Thus Bush looks progressive and Repugs in Congress look like they are protecting the budget.
