The Department of Homeland Security is looking for a company that can monitor online terrorist chatter, providing:

Access to 24 hour monitoring and tracking of primary terrorist organizations websites, new addresses of terrorist websites including messages from militants groups in the Middle East, Asia and other regions. An updated terrorism library, access to publications, media, newsletter and current news including daily translation of the following services: Entire translated transcripts of terrorist leaders speeches, videos, and audio messages, as well as the original video and audio messages. Translations of terrorist books, magazines, fatwas, and military training manuals. Translations of terrorist communiqus, including copies of videos and audio messages associated with the communication. Translations of terrorist chatter discussing potential targets, methods of attack, and other relevant material. Searchable archive of all historical material.

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The solicitation number is PR20034799 and is issued to request proposals. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-20. The associated North American Industrial Classification System (NAICS) code for this procurement is 516110 with a small business size standard of 500 employees. This requirement is unrestricted and only qualified offerors may submit proposals.
The DHS-Customs and Border Protection requires the following:
Contractor to have experience and knowledge aof working with federal law enforcement agencies such as the Department of Homeland Security, the Treasury Department, Immigration and Naturalization Services (INS), the FBI, Customs and the Department of Justice.
Access to 24 hour monitoring and tracking of primary terrorist organizations websites, new addresses of terrorist websites including messages from militants groups in the Middle East, Asia and other regions.
An updated terrorism library, access to publications, media, newsletter and current news including daily translation of the following services:
Entire translated transcripts of terrorist leaders speeches, videos, and audio messages, as well as the original video and audio messages.
Translations of terrorist books, magazines, fatwas, and military training manuals.
Translations of terrorist communiqus, including copies of videos and audio messages associated with the communication.
Translations of terrorist chatter discussing potential targets, methods of attack, and other relevant material.
Searchable archive of all historical material.
Price for a 12 Month Subscription.
Award will be based upon best value. Technical will be more significant than price. Offeror to provide information to support capability statements.
Delivery shall be made within 30 days or less after receipt of order (ARO).
CCR Requirement - Company must be registered on Central Contractor Registration (CCR) before an award can be made. To register, one can do so at http://www.ccr.gov.
The selected Offeror must comply with the following commercial item terms and conditions, FAR 52.212-1, Instructions to Offerors - Commercical, applies to this acquisition. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Rerpresentations and Certifications - Commercial Items. FAR 52.212-4, Contract terms and Conditions - Commercial Items, applies to this solicitation.
The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, will apply: 52.222-21, 52,222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. 1. I'm beginning to think we should outsource the U.S. government to
Norway or Switzerland. Obviously its job could be done better by someone else and probably far more economically.
