(San Francisco, California) A proposed referendum to force an electorate vote on AB 205, the Domestic Partner Rights & Responsibilities Act of 2003, has failed to qualify for the California ballot next November. The deadline passed without the group fighting the law able to get enough signatures to force it onto the ballot.

It is the second time that the group has failed to garner enough signatures. Earlier this month an attempt to put it on the ballot for the March primary also failed. (story)

As a result the state will begin sending material describing the new benefits and obligations to registered domestic partners throughout the state beginning in January. The law, one of the last pieces of legislation signed by former governor Gary Davis, is scheduled to go into effect on January 1, 2005.
