Bush leaves Nelson out on Iraq war

WASHINGTON - In a closed-door meeting in the U.S. Capitol six years ago, Vice President Dick Cheney pushed a yellow napkin across a table to Sen. Ben Nelson of Nebraska.

At the top Cheney had written 1.6, at the bottom 1.25 and in the middle he circled 1.425.

That stood for $1.425 trillion in tax cuts, and it marked President Bush's first willingness to budge from his goal of a $1.6 trillion tax cut, the signature issue of his early days in office.

Nelson helped broker a deal, and Congress soon approved a $1.325 trillion tax cut, the third-largest in U.S. history.
