In the San Jose State University Survey and Policy Research Institute poll, 46 percent of Republicans approved of Bush's performance - down from 58 percent only two months ago.

Bush's problems stem in part from his credibility problems. Overall, only 28 percent believe he tells the truth, according to the San Jose State poll, while 67 percent don't. Among Republicans, 58 percent believe he tells the truth, and 35 percent don't - a drop from 66 percent who believed him in January.

Overall, California voters are overwhelmingly opposed to Bush's Iraq policies. In the survey, only 24 percent said the Iraq war was worth it, and just 20 percent said the war made the U.S. safer.

The San Jose State University Survey and Policy Research Institute poll surveyed 846 adults from March 26-30 and has a margin of error of plus or minus 3.4 percentage points.
