Mar 01, 2007 -- At 10 a.m. March 1 Army Maj. Gen. George W. Weightman, commanding general of the North Atlantic Regional Medical Command and Walter Reed Army Medical Center, was relieved of command by Secretary of the Army Dr. Francis J. Harvey. This action has been under consideration for the last several days, with the final decision being made yesterday.

Maj. Gen. Weightman was informed this morning that the senior Army leadership had lost trust and confidence in the commander's leadership abilities to address needed solutions for Soldier-outpatient care at Walter Reed Army Medical Center. The Commanding General of U.S. Army Medical Command, Lt. Gen. Kevin Kiley, will be acting temporarily as the Walter Reed commander until a general officer is selected for this important leadership position.

Secretary of the Army Dr. Francis J. Harvey directed Vice Chief of Staff of the Army Gen. Richard Cody last week to develop and implement an Army Action Plan to address shortcomings at Walter Reed as well as Army-wide. The four focus areas of the Army Action Plan are: 1) Soldier accountability, health and welfare; 2) infrastructure; 3) medical administrative process; and 4) information dissemination. Gen. Cody put a 30-day deadline on many of these actions.

The official Defense Department bio of Secretary of the Army, Dr. Francis J. Harvey, omits to mention Harvey's role as CEO of the IT Group. The publicly traded IT Group was controlled by the Carlyle Group in January 2002 when it went under in what should be termed a suspicious bankruptcy with Francis at the helm.

I began following the IT Group in 2001 and it makes for an interesting study in how the Carlyle Group operates. In this case, the Carlyle Group piled on the IT Group's debt while at the same time, the IT Group was being awarded megabucks in government contracts and making some unusual acquisitions.

When it went under, the IT Group had a $4 billion backlog in government contracts. In what was one of the quickest bankruptcy dispositions I've ever seen, the backlog and some assets were transferred to the Shaw Group for a combination of cash and stock. The IT Group backlog included contracts for the managment of Cape Canaveral, the Everglades cleanup and the cleanup of the Fresh Kill landfill in Staten Island NY.

In March 2001, the IT Group was jointly awarded a contract potentially worth $3 billion to build military housing.

WASHINGTON - U.S. Army Secretary Francis J. Harvey resigned Friday as the Bush administration struggled to cope with the fallout from a scandal over substandard conditions for wounded soldiers at Walter Reed Army Medical Center in Washington.

The surprise move came one day after Harvey fired the two-star general in charge of the medical center in response to disclosures of problems at the hospital compound.

Harvey has been the Army secretary since November 2004.

Gates named an independent review panel last week to investigate what he called an "unacceptable" situation in outpatient care at Walter Reed Army Medical Center, and he said that some soldiers "most directly involved" in the problems had been removed from their positions.

Dr. Francis J. Harvey was the 19th Secretary of the United States Army from November 19, 2004, until March 2, 2007.

The majority of Secretary Harvey's career has been spent with corporations that provided products and services to the federal government, particularly the United States Department of Defense, and included a year of government service. He has been involved in over 20 major defense programs across the entire spectrum from undersea to outer space, including tanks, missiles, submarines, surface ships, aircraft and satellites. WASHINGTON - It began with reports of mice and moldy plaster, but after two weeks of outrage, the scandal over poor conditions at Walter Reed Army Medical Center has claimed several careers — including the secretary of the Army's.


Secretary Francis J. Harvey's abrupt dismissal Friday came under withering criticism from
Pentagon chief Robert Gates, who said the Army's response to the substandard conditions for the war-wounded was defensive, and not aggressive enough. And it left the door open for more personnel changes, as investigations continue and Congress prepares for hearings next week.

Harvey's departure was the most dramatic move during two weeks of furor over the treatment of soldiers at one of the military's highest-profile and busiest medical facilities.

Gates said Harvey had resigned, but senior defense officials, speaking on condition of anonymity, said Gates had privately demanded that Harvey leave. Gates was displeased that the officer Harvey had chosen as interim commander of Walter Reed — Lt. Gen.
