KABUL, Feb 27 (Reuters) - U.S. Vice President Dick Cheney arrived in Kabul on Tuesday for talks with Afghan President Hamid Karzai, following a suicide attack on the U.S. base where he stayed ovenight.
Up to 18 people, including at least one American soldier, died in the blast at Bagram airbase 60 km (40 miles) north of the capital while Cheney was waiting to leave for the talks.

The leaders met at the presidential palace in Kabul, an official in the Afghan leader's office said, giving no further details.
They were due to pose for photographers after their talks.
Cheney and Karzai had been due to meet Monday but bad weather prevented the vice president from travelling to the city from Bagram Air Base, about 60 kilometres (37 miles) away, where he had arrived from Pakistan.
