Rice: Congress shouldn't micromanage war

WASHINGTON - Secretary of State Condoleezza Rice said Sunday it would be a mistake for Congress to micromanage the Iraq war and she encouraged lawmakers to support President Bush's troop increase.


"I would hope that Congress would recognize that it's very important for them to have the oversight role," Rice said. "But when it comes to the execution of policy in the field, there has to be a clear relationship between the commander in chief and the commanders in the field."

Many Democrats, now the majority party on Capitol Hill, are unhappy with Bush's plan to send more U.S. troops to try to quell the violence in Baghdad. They are considering several options, including revoking Congress' 2002 vote authorizing the invasion of Iraq.

Another proposal under consideration would limit U.S. troops to fighting al-Qaida terrorists, training the Iraqi security forces, maintaining Iraq's borders and pulling out combat forces.

Rice said it would be a major mistake to disrupt the chain of command..........

Exactly what is the literary device to show when some is about to burst out into a nervous sob. Whatever it is should be littered into Condi quotes.

I mean the commander in chiEEef and the commondeers in the field. WAAAAAHHHHH!!!!!! Are the Microphones still on?"


In any case, Condi is actually right on this one but not for the reasons she presents. This war is the responsibility of GW Bush, the Commander In Chief whose pants are way to big for him. There is very little Congress can do to change this. The worst thing they could do is cut funding as then GW would just ignore them and take even more money from veterans benefits and then blame it on Congress. And we all know damn well that CoNN and Faux will go along with him on how to present things. The conservative radio flunkies have already made the preparations for thi onslaught.

The best thing for Congress to do at this point is investigate the bejeezus out of what Bush has done. They need to lay bare the stupidity and incompetence of the conduct of this administration during the invasion, reconstruction and administration of Iraq. They need to stop the hemmoraging of wasted funds that were allocated and then subsequently stolen by Bush chronies. They also need to attack Bush's phony economic numbers and get rid of the "household survey" statistics that are tremendously underestimating unemployment.

The second Congress inteferes with the actual conduct of GW Bush, they will be blamed for Bush's failure. If any ultimatum should be given it should be complete mobilization to win, or completel withdrawal. Then the ball is back in Bush's court.

How could you do this. Enact legislation that caps deployments at 3. After that, a soldier can opt out and be released from his service requirements. But put in place a provision that allows an additional deployment if the President drafts 2 to replace him. Then you give Bush the option of deploying additional resources without breaking the military. Than the decision is in HIS hands and if there are any conscriptions, it is the President who made the choice. It is unfair for so few to shoulder the burden of this war and the thing the Democrats CAN do is to undermine the Presidents ability to effectively HIDE the costs of the war from the American public.

The issue of the war itself will have to be deferred until the 2008 election or until they get up the nerve for replacing the president with someone who is sane.

Just what is she and this administration doing to change the course? Where is all the missing billions of dollars? They have mismanaged the entire war-any type of management would be a welcome sign of sanity.

I opine that the republic will complain more and more as the finances for the war are examined and watched closer and closer. I predict that the biggest complaints will come from President Halliburton. <ahem> I, of course, meant Vice President Cheney.

15. On the topic of micromanaging
I came across this description of Dick Cheney in Haynes Johnson's "Sleepwalking Through History":

Richard Cheny, vice-chairman of the House Iran-Contra Committee, became secretary of defense under President George Bush. His first crisis in that job came during a controversy over the extent of U.S. involvement in an unsuccessful coup attempt to overthrow Panana's Manuel Antonio Noriega in October 1989. After acknowledging that the United States had been more involved in the covert operation than it said publicly, Cheney accused some members of Congress of attempting to MICROMANAGE U.S. foreign policy, the same argument made by the Reagan administration during the Iran-contra hearings. Later Cheney oversaw the Pentagon's massive deployment to the Persian Gulf and carried our personal missions there for President Bush. (end)


If accusing those who would investigate with micromanaging and not being able to recall anything worked in those administrations, there's no reason why it won't work again. No one went to jail. Same folks, basically.
