The DNC has a new rule effectively cautioning candidates they will lose delegates earned in any state that does not comply with its preset schedule. But New Hampshire's secretary of state has sole authority to set the primary date in accordance with state law, and he has made it clear he will not be swayed by any political party rule. He has indicated that because of the insertion of Nevada's caucus between the Iowa and New Hampshire events, he may set the primary date earlier than the Jan. 22, 2008, date set out by the DNC.
