WASHINGTON - Senate Democrats on Friday said President Bush's budget proposal "fails rural America" by shortchanging working families in favor of tax cuts for the wealthy.

Bush deserves all Fs for a budget that cuts programs heavily utilized in rural areas, said Sen. Blanche Lincoln, D-Ark.

Lincoln, who released a "rural report card" for the third straight year, blasted the cuts in health care, education, economic development, law enforcement, agriculture and veterans spending.

She is chairwoman of rural outreach for the Senate Democratic caucus.
