Iraq in talks with Chevron, Exxon for $3 bln petrochemical plant

LONDON (MarketWatch) -- Iraq is in negotiations with Chevron Corp (CVS) and Exxon Mobil Corp (XOM) towards building a new $3 billion petrochemical facility and is in talks with several other Western firms over industrial projects.

In an interview Thursday, Iraq's minister for industry and minerals Fawzi Hariri said the discussions with Chevron and Exxon began this week in Washington and are at an early stage.

"It will be one or the other company for this new facility, not both," he said. "We're hoping to have a (Memorandum of Understanding) in place by about July."

9. The Russians have shown interest in building up Iraqi oil infrastructure from their past
dealings during Saddams days with their $8 billion of loans to him during the Iran conflict but the risk currently outweighs the investment.

"It's pretty straightforward," said former CIA director R. James Woolsey, who has been one of the leading advocates of forcing Hussein from power. "France and Russia have oil companies and interests in Iraq. They should be told that if they are of assistance in moving Iraq toward decent government, we'll do the best we can to ensure that the new government and American companies work closely with them."
But he added:

"If they throw in their lot with Saddam, it will be difficult to the point of impossible to persuade the new Iraqi government to work with them."


Indeed, the mere prospect of a new Iraqi government has fanned concerns by non-American oil companies that they will be excluded by the United States, which almost certainly would be the dominant foreign power in Iraq in the aftermath of Hussein's fall. Representatives of many foreign oil concerns have been meeting with leaders of the Iraqi opposition to make their case for a future stake and to sound them out about their intentions.

8. This should be retitled, "exxon outsources it's pollution".
I see now how this is going to go down. the exxon pigs are going to put on a "green" face here and put all their polluting plants in third world countries.

they cut a sweet deal with dickhead chaney, alright. if there is anything I wish to see before I leave this earth, it would be the minutes from dickhead chaney's energy meetings.

10. As soon as the Iraq oil deal is finalized, it is on to Iran.
If memory is correct, U.S. interest in Afghanistan shifted to Iraq about the time a pipeline deal was being worked on with the U.S. puppet government in Kabul. Does anyone see a pattern here?
