WASHINGTON -- Campaigning for Republicans, President Bush said today that "terrorists win and America loses" if opponents of his Iraq policy triumph in next week's elections. Undeterred, House Democrats countered with television ads critical of the war in several competitive races....

As the death toll for U.S. troops in Iraq passed 100 for the month, officials said ads criticizing Republican candidates for following the president's lead on the war would air in the campaign's final week in Connecticut, New Mexico, Colorado, Pennsylvania, Iowa and other areas they declined to name....

After a decade of struggle, Democrats projected confidence with eight days of campaigning remaining, and increasingly, the battle for control of Congress was being waged on Republican turf. So much so that the House Democratic campaign committee arranged to begin television advertising against GOP Reps. Anne Northup in Kentucky and Jon Porter in Nevada, as well as for an open seat in western Nebraska that in recent years has been among the most safely Republican in the country.

About three dozen Republican-held House seats were on the list of highly contested races, and Democratic challengers led incumbent Republican senators in three or four states.

By contrast, only one Democratic Senate seat appeared competitive -- Republican State Sen. Tom Kean Jr.'s challenge of Sen. Robert Menendez' in New Jersey. And in a sure sign of crimped expectations, most of the millions of dollars House Republicans are spending on television advertising in the campaign's final week is designed to protect seats already in their hands....

SUGAR LAND, Texas — Using the war in Iraq as a backdrop to launch some of his toughest campaign attacks yet, President Bush said today that Democrats were more concerned with pulling U.S. troops out of Iraq than with winning the war.

On a day that illustrated the challenges the Republicans face as they try to retain House and Senate majorities one week from Tuesday, the president went to the heart of the issues that have helped him and his party come out on top in the two previous national elections: the war, conservative social causes and taxes.

Citing Democratic votes opposing him on key anti-terrorism measures, Bush said that when it came to eavesdropping on suspected terrorists, detaining or trying them, the Democrats "just say no." "So, when the Democrats ask for your vote, what's your answer?" Bush said at a rally at Georgia Southern University in Statesboro.

SUGAR LAND, Tex., Oct. 30 -- President Bush said terrorists will win if Democrats win and impose their policies on Iraq, as he and Vice President Cheney escalated their rhetoric Monday in an effort to turn out Republican voters in next week's midterm elections.

Democratic operatives continued to broaden the field of races they believe are competitive enough to merit last-minute investments, as the party's House election committee launched ads in typically conservative districts of Kentucky, Nebraska and Nevada. In the Senate battle, new public and private polls yesterday indicated very tight races in Tennessee, Virginia and Missouri, the last of which is shaping up as possibly the country's tightest contest.

The increasingly combative tone from the White House signaled a coordinated GOP effort to use every channel to remind conservatives why they should turn out to vote, despite what many say is their disenchantment with the Mark Foley page scandal, anger over escalating federal spending and anxiety over the course of the Iraq war. Bush held a telephone conference call with about 3,000 Republican local officials on Saturday to fire them up for a final get-out-the-vote push. On Monday, Bush invited Fox News talk show host Sean Hannity for a ride on Air Force One and an interview later; the presence of the conservative celebrity stirred its own buzz among the standing-room-only crowd at Georgia Southern. Bush is barnstorming this week before friendly Republicans after months of just raising money for GOP candidates.

Nick Lampson in fundraising, though Cheney recently came here to raise money, and the National Republican Congressional Committee is spending more than $1 million on her behalf. But a poll published Monday by the Houston Chronicle showed the race statistically tied, even though Republicans acknowledge the difficulty of getting voters to write her name on their ballots.
