Bush yesterday named former secretary of state James Baker, a long-time family friend, as a presidential envoy to help slash Iraq's foreign debt, estimated at up to $128 billion (U.S.).
It will be Baker's job to lean on Iraq's creditors — ranging from Russia and Kuwait to Japan and France — to forgive some of that debt and restructure other parts of it. Bush said the initiative is needed to stave off interest payments that could cripple efforts to rebuild the shattered Iraqi economy.
A trusted Bush family troubleshooter, Baker co-ordinated the legal efforts that ultimately prevailed in Bush's favour following the contested Florida balloting during the 2000 presidential election. Baker, 73, served as secretary of state under former president George H.W. Bush, then headed up his unsuccessful re-election campaign in 1992.
