Columbus -- Republican Secretary of State Ken Blackwell, who once got a break from a predecessor when he wanted to switch parties, was in no such giving mood Friday.
Blackwell, the GOP nominee for governor, sided with two Republicans on the Franklin County Board of Elections to break a tie vote in denying the independent candidacy of Charlie Morrison II for the 15th Congressional District seat. Candidates will be the GOP incumbent, Rep. Deborah Pryce, against Democratic Franklin County Commissioner Mary Jo Kilroy.
Blackwell's tie-breaker on Morrison, a Madison County businessman, was considered critical to the hotly contested congressional race because Morrison is much more conservative than Pryce and would probably have taken votes from her.
Blackwell issued the decision in a two-page letter from Monty Lobb, his assistant secretary of state, to the Franklin County Board of Elections, denying Morrison's inclusion on the November ballot. He released the decision late Friday.
