There are references to their planning of some of these thing pre 1998. Check out when PNAC was in its in just its preliminary stages, the dates are important, what might be less important is what the article say about it. Lots of spin but has some nuggets of truth.
The information gained by a FOIA was minuscule and some parts were redacted. Can you believe they have a meeting about energy with mostly oil men and in the report, Iraq was not discussed but they have detailed maps on it. Much more information is needed but already some it is getting pretty cut and dry about what was going on. The dates fit right in with timelines with 9/11 also

WASHINGTON -- The energy task force led by Vice President Dick Cheney was examining maps of Iraq's oil assets in March 2001, two years before the United States led an invasion to oust Saddam Hussein, newly released documents show.

The panel's final report, issued in May 2001, "contained maps of key energy producing regions in the world, including Russia, North America, the Middle East and the Caspian region," a Commerce spokesman said.
The report also included a map of Saudi Arabia's export pipeline routes. It did not, however, discuss Iraq. (snip)
