Quinter sponsors bill to ban assault weapons (MD)
For the third straight year following the lapse of a federal assault weapons ban, Maryland legislators are faced with deciding whether to make it illegal to own, buy or sell specific types of semiautomatic rifles and shotguns...

At a House Judiciary Committee hearing March 8, Del. Neil Quinter, a Democrat from Columbia, questioned the need for rifles with military-style attachments.

"None of these features is very useful for killing a deer," he said. "These are weapons that were designed to kill large numbers of human beings at once."

Owners of assault weapons countered that they use them for target shooting and marksmanship competitions.

FWIW, Mr. Quinter's bill appears to ban all civilian self-loading firearms with handgrips that stick out. Because, you know, black plastic stocks with modern styling are SOOOO much more dangerous than the same gun with a straight wooden stock...

3. Why did you leave the thirty round magazine out of the picture?
Why do you need thirty rounds to hunt with? Are you that terrible of a shot. I have no problem with any semi-automatic rifle but without a magazine. The only reason to have a magazine with more than four bullets is put out a field of fire and the only reason for that is anti-personel. Civilians do not need that IMO.

5. What does the word assault mean to you
You assault by laying down a field of fire. You can not assault with a weapon that only holds four rounds no matter how rapidly those four rounds can be shot. It is the volume of bullets that makes it an assault rifle. That is why the Remington 740 is not an assault weapon even though it fires semi-automatically. It does not possess the capacity for massive fire power. This mini fourteen is most definitely an assault weapon. Surprised you need such fire power to kill some bunnies.

6. Speedloaders make that irrelevant.
I can put 40 rounds a minute through my Garand, even though it only holds 8 shots. How? Stripper clips and practice.

And the Garand has never been banned anywhere...it's treated like an ordinary hunting rifle.

11. Assault weapon = AWB Ban (now expired)
A large magazine was not required for the definition of assault weapon's under the old bill.

Because the factory mag capacity is 5 rounds...and because S.1431/H.R.2038 banned this rifle in its traditional wooden-stocked, 5-round configuration.

FWIW, I'm not sure why you think I'm a hunter, or why I'd want to own only a hunting-capacity magazine. Only 1 in 5 gun owners in the U.S. is a hunter; 4 out of 5 (including my wife and I) aren't.

Considering that 15-round rifles have been on the civilian market since the 1860's, and 30-round rifles since the 1920's to 1940's, limiting civilian rifles to 4 (or even 10) rounds is pretty extreme, IMO. 20 to 30 is a good capacity for an all-purpose small-caliber rifle.

Google "honda civic race car" and you get 2,350 hits. Does that mean Civics are race cars rather than street cars?

In 1994, Dianne Feinstein herself said the mini-14 was "particularly suitable for sporting purposes," and wrote that into her little law...

The mini-14 is a conventional civilian self-loading rifle chambered for the LEAST powerful of all common centerfire rifle cartridges. Straight wooden stock straight out of the 1800's. Factory magazine capacity is five rounds. Marketed as an all-purpose farm/utility rifle, which is why it's marketed under the name Ranch Rifle. What you're doing is proving the NRA right...that the "assault weapon" bait-and-switch was intended to ban all civilian self-loaders, even those very traditional styling and function--like the mini-14.

15. I see Quinter has 30 fewer cosponsors than last year...
Looks like the "nonhunters-are-extremists" line isn't playing as well today as it did a decade ago...glad to see it...
