Unisys accused of overbilling TSAhttp://www.fcw.com/article91189-10-24-05-WebUnisys is responding to allegations that it overbilled the government for as much as 171,000 labor hours.
A report in the Oct. 23 Washington Post, based on audits that have not yet been publicly released, states that the company billed for labor at rates that were sometimes more than double what employees jobs should have been paid.
The allegations are related to Unisys' work as prime contractor of the Transportation Security Administration's Information Technology Managed Services Contract (ITMS).
In one example of overbilling the Post cited, the company billed TSA $131.12 an hour for a technical writer. The auditors believe the writer should have made no more than $46.43 an hour. According to the report, the excess billing went into Unisys' coffers rather than to individual employees.

Unisys gets OK for $1 billion TSA projecthttp://www.washingtontechnology.com/news/17_11/federal/18843-1.htmlThe Office of Management and Budget has approved the $1 billion Transportation Security Administration contract award to Unisys Corp. for the company to build and maintain TSA’s IT infrastructure.
The agency named Unisys Aug. 2 as its choice for the TSA Information Technology Managed Services contract, but final award depended on an OMB review and approval, which was granted Aug. 13. Unisys competed against Electronic Data Systems Corp., Plano, Texas, for the contract.
Unisys now can begin work on two task orders under the seven-year contract. The first will be for TSA’s end-user computer, network, data center and help-desk services. The second is to roll out systems and services.
TSA Chief Information Officer Patrick Schambach said the contract could be a model for future government projects. From the release of requirements to the award of the contract took just three and a half months, he said.
“The contract is totally performance-based,” he said.

TSA starts from scratch on office systems setuphttp://www.gcn.com/21_27/news/19842-1.htmlThe Transportation Security Administration has begun to put its IT shop in order.
Fleshing out an IT infrastructure began late last month after the agency negotiated a pair of task orders with contractor Unisys Corp., which earlier in the month received the $1 billion Information Technology Managed Services contract from TSA.
Initially, ITMS will provide the Transportation Department agency with basic technology—no “ ‘Star Wars’ kind of stuff,” CIO Patrick R. Schambach said.
Given that TSA is essentially a brand-new agency, it must build its network backbone and office systems from scratch.
The two task orders cover the entire range of work required to build a systems architecture for the agency, said Clay Foushee, Unisys’ deputy program manager for TSA.
The first order calls for the establishment of an enterprise operations center, which includes installing a data center, security operations center and help desk. Through the second order, Unisys will roll out IT equipment for TSA’s headquarters and field offices.
