Texas directs $10M for raises to teachers

SAN ANTONIO -- Gov. Rick Perry has diverted $10 million for merit-based raises for teachers at poor schools after the Legislature failed to agree on a plan.
Perry announced Wednesday he was issuing an executive order for grants at campuses with large numbers of students from low-income families that show marked improvement.

The test results will likely stack the deck against teachers whose achievement is measured in more subtle ways, said Richard Khouri, spokesman for the Texas State Teachers Association.
The average teacher salary in Texas was $5,799 below the national average in 2002-03, according to the American Federation of Teachers. Texas ranked 30th with an average of $39,972.
