WASHINGTON (CNN) -- A U.S. congressional delegation has called off a planned trip to North Korea to talk about Pyongyang's secretive nuclear program.

The trip would have coincided with a critical stage in the nuclear standoff between the United States and North Korea, with Pyongyang indicating at the weekend it might be softening its stance towards a U.S. proposal to ease tensions.

The delegation had planned to visit the Yongbyon nuclear site, to see for itself if North Korea has the capabilities to make atomic weapons.

A bipartisan group of House members were to leave for Pyongyang this week, but delegation spokesman Bud DeFlaviis said the trip was on hold "for the time being" after the White House expressed concern about it.

The Bush administration withdrew its support for the trip "at the 11th hour," a delegation statement released Sunday said.

The guy who organized it is a maverick. I forgot his name, but I know he's the chariman of one of the House Committee. He's from Pennsylvania.

He's amazing. He just does whatever he wants and tells anyone else - inlcuding the White House - to shove it up their ass.

I think it was in 2001, but a group of House members went to Pyongyang. However, this guy didn't tell the White House and he just organized a plane for himself and other House members. When he was just about to leave, the White House cancelled the flight. He became furious and started demanding that they let him and his members go. They budged and let him go. He went there and he had this feeling he knew what the North Koreans wanted. So he woke up at like four o'clock in the morning and starting writing down a proposal for the North Koreans on a napkin. When he showed it to them the next day, they were like, "This is exactly what we want. Do this, and everything will be solved"

However, since he didn't have the diplomatic authority to make compromises on behalf of the United States, he told the State Dept. about what he offered them and then the State Dept. went ballistic because he was doing things he wasn't supposed to be doing.

I think he did the same thing this time. He organized a plane to go there but the White House stopped him just before doing it.
